The PPRD East 3 aims to integrate gender, human rights and environmental perspectives as cross-cutting issues (CCIs) into all phases and parts of the programme. This is a key to ensure the programme contributes to strengthening capacities in disaster risk management (DRM) systems in a way that enhances sustainability and the resilience of the society as a whole, leaving no one behind. It is also about doing no harm, as a minimum in the work.
The PPRD East 3 aims to integrate gender, human rights and environmental perspectives as cross-cutting issues (CCIs) into all phases and parts of the programme. The work is guided by global and EU commitments and frameworks for DRM, including the Sendai Framework for DRR, Agenda 2030/Sustainable Development Goals, European Framework for DRR, the Paris agreement on climate change and the EU Gender Equality strategy. With the efforts, the PPRD seeks to contribute to the achievement of these comittments and goals.
The programme has adopted a systematic approach and seek to apply (mainstream) a gender, human rights and environmental perspective in all phases and parts of the programme, including in the planning, implementation, and follow-up of programme activities, within all the thematic areas of the programme.
The integration of CCIs is a shared responsibility for the whole programme and everyone who is involved has an important role to play. To support the work, an Environmental Advisor and Gender Advisor are tied to the programme and work closely with the PPRD East 3 expert team and partner countries in the planning, implementation and follow up of activities.

Provides practical guidance to experts and staff in the PPRD East 3 team and programme countries. Present key considerations and entry points for integrating CCIs into the different thematic areas of the programme e.g. early warning systems, Risk assessments, volunteerism, crisis communication and HNS.
Supports the integration of CCIs in the planning, delivery and evaluation of training and exercise events.
Self-paced e-course with short videos, text and tips on additional resources. Builds upon the practical guidelines and aims to give a basic understanding of what, why and how to consider a gender and human rights perspective in DMR efforts and zooming in on some of the thematic areas of the programme.
Aiming to enhance structures/systems, methods, tools, and staff skills to consider CCIs in DRM efforts. This can be done through e.g.
In the Full Scale Exercise TbiEx2023, the programme applied a systematic approach to integrate CCIs into the planning, implementation, and lessons learned of the exercise. In this report you´ll read more about this approach, key focus areas and recommendations to bring forward.
