Technical Advisory mission on early warning systems in Moldova

6- 7 February, PPRD East 3 experts from the Italian Red Cross and CIMA Research Foundation conducted a Technical Advisory Mission in Moldova, aiming to enhance the Early Warning, Early Action System, with focus on cross-border cooperation with Ukraine.
This could also be further added value if included in local emergency planning, as well as to further strengthen the capacity of Soroca's operational structures.
The mission builds upon work initiated in November 2023, notably enhancing Soroca's local emergency plan through collaborative efforts, integrating Moldova Red Cross Soroca Branch into prevention and recovery phases. It continues by integrating transboundary elements such as resource pooling mechanisms to optimize emergency response, interoperability, and standardization.
Additionally, there is a focus on structuring volunteer and Red Cross involvement in civil protection, specifically in vulnerability capacity assessment. Risk Assessment and Scenario Development are prioritized, recognizing their crucial role in disaster risk management. The collaborative process involves scientists, organizations, and NGOs, making scenarios tangible tools for effective emergency planning.
Furthermore, the experts provided support for establishing the legal framework for the National Disaster Risk Assessment.
Early Warning systems are emphasized, aiming to understand risks comprehensively for better disaster response. This experience highlights the significance of proactive measures before emergencies, aligning with UNDRR's vision for a universal Early Warning System by 2027, thereby enhancing collective resilience to disasters.
It is worth emphasizing the importance to assess program implementation and develop the analytical framework for Tabletop Exercises across all program dimensions: transboundary, national, and local (pilot areas). Participants included professionals from the General Inspectorate for Emergency Situations (IGSU), Border Police, Municipality, Moldova Red Cross, and local CSOs.
