Seasons's greetings

Happy Holiday season and a joyous New Year! This first year of implementation of the PPRD East 3 programme has certainly tested our capacity as civil protection actors to adapt and re-think. With the unpredictable situation the Covid-19 pandemic has created in the world, it is with great pride we look back at this year and the programmes accomplishments thus far. Our joint efforts and strong partnership have made it possible, which brings confidence for the future and our common strive for more resilient societies.

During this year, the PPRD East 3 team has taken the opportunity to explore digital solutions for communication and organization of online activities. One of the biggest efforts was the digital table-top exercises conducted in a hybrid set-up in the partner countries, with the purpose to test the preparedness and response mechanisms for information management, decision-making and coordination during a disaster situation. Another example is the PPRD East 3 Programme Series of Disaster Risk Management Webinars, which created informal learning opportunities through the sharing of good practices between EU member states and Eastern Neighbourhood countries. Over 170 civil protection practitioners participated in the events.

The programme is also very proud of the launch of the Practical Guideline for integrating Gender, Human Rights and Environment in Disaster Risk Management. An important contribution to the development of inclusive and sustainable capabilities and for achieving the ultimate goal of the programme, increased resilience to natural and man-made disasters.

To all participants in our activities and to our collaboration partners I would like, on behalf of the PPRD East 3 consortium, to thank you warmly for your active participation and efforts in this first year of activities. We look very much forward to continue this journey together with you. Working towards resilient societies is not something that we can achieve alone and in isolation, but in the spirit of mutual learning, collaboration and partnership.

Practical Guidelines for integrating gender, human rights and environmental issues in Disaster Risk Management

The Guidelines build upon global standards and best practices and present practical advice on how to integrate gender, human rights and environment into nine thematic areas of the programme. Examples of thematic areas include, training and exercises, Multi-Risk Assessments, Early Warning Systems, Public awareness, volunteerism and Host Nation Support. The document has been produced in collaboration with the PPRD East 3 programme experts and partner countries’ organisations to enhance the quality and relevance of the guidance. The Guidelines was produced as an interactive online resource and is available in English and Russian.
